Final answers often invent PR states, CI outcomes, or cite the wrong tool id. Binding each claim to a supporting citation and checking support blocks unsupported or mis-cited answers before they leave the harness.
How it was tested
Offline structural sim (no live model): 7 citation cases. Gate matched expected allow/refuse on all 7 and blocked 5 bad answers a baseline would have accepted (invented state, missing cite, fake tool id, wrong cite, partial-bad).
